I sometimes get that, but only with badly behaved programs, or where
things have gone wrong on program exit. (Perhaps it's just some delay
in Windows when freeing the memory for the program or something?)

If you had a decent image viewer, you'd get this with Windows
Explorer (are you saying that DOpus displays the images itself?). Try
Irfanview or ACDSee (I think).
